Xi Jinping Meets with Vietnamese President Luong Cuong

On the morning of April 15, 2025 local time, General Secretary of the Communist Party of China (CPC) Central Committee and President Xi Jinping met with Vietnamese President Luong Cuong at the Presidential Palace in Hanoi.

When Xi Jinping arrived, Luong Cuong warmly greeted him at the alighting point of their limo.

Xi Jinping extended warm congratulations on the 95th anniversary of the founding of the Communist Party of Viet Nam (CPV), the 80th anniversary of the founding of Viet Nam and the 50th anniversary of the liberation of the South. Noting that this year marks the 75th anniversary of the establishment of China-Viet Nam diplomatic relations and the China-Viet Nam Year of People-to-People Exchanges, Xi Jinping said over the past 75 years, China-Viet Nam relations have evolved from the traditional friendship featuring "camaraderie plus brotherhood" to a community with a shared future that carries strategic significance, setting a good example of friendly mutual assistance, solidarity and cooperation between countries. Standing at a new historical starting point, China is ready to work with Viet Nam to follow the overarching goals characterized by "six mores", namely, stronger political mutual trust, more substantive security cooperation, deeper practical cooperation, more solid popular foundation, closer coordination and collaboration on multilateral affairs, and better management and resolution of differences, strengthen strategic communication, enhance solidarity and coordination, and join hands in advancing their respective modernization processes, so as to write a new chapter of unity, self-strength, mutual benefit and win-win results among socialist countries, and constantly demonstrate the regional and global influence of the China-Viet Nam community with a shared future.

Xi Jinping stressed that China and Viet Nam should respond to the external uncertainties with the stability of their friendly cooperation and the superiority of their socialist systems, and propel the ship of the China-Viet Nam community with a shared future to sail along the right course. Politically, the two countries should steer the course forward, maintain high-level strategic communication, strengthen mutual learning on party and state governance, jointly improve the two parties' leadership capability, and work together to promote steady progress on their respective socialist paths. On security, the two countries should forge an anchor of solidarity, and take the upgrade of the "3+3" strategic dialogue on diplomacy, national defense and public security as an opportunity to continue deepening cooperation on defense, law enforcement and security. China supports Viet Nam in preparing for the 14th National Congress of the CPV and safeguarding its national sovereignty, security and development interests. Economically, the two countries should keep a firm grip on the oar of cooperation, seek greater synergy between development strategies, effectively implement the cooperation plan on synergizing the Belt and Road Initiative with the Two Corridors and One Economic Circle strategy, deepen multidimensional connectivity in railways, highways and aviation, ensure stable and unimpeded industrial and supply chains, expand cooperation in emerging fields such as 5G, artificial intelligence and green development, and empower the all-round cooperation between the two countries with new quality productive forces. On people-to-people ties, the two sides should raise the sail of friendship, ensure the success of this year's series of events marking the China-Viet Nam Year of People-to-People Exchanges, implement more "small yet smart" livelihood projects, and make China-Viet Nam friendship more deeply rooted in the hearts of the two peoples through cultural, tourism, media and sub-national exchanges.

Xi Jinping pointed out that in recent years, the role of the United Nations has been challenged, as unilateralism has clearly been on the rise and protectionism is making a comeback. Trade wars will undermine the international trading system, the stability of the global economic order and the legitimate interests of all countries in the world, especially developing countries. As important forces in the Global South, China and Viet Nam should strengthen coordination and cooperation, safeguard the international system with the United Nations at its core and the international order based on international law, jointly oppose power politics and unilateralism and fulfill their responsibilities in promoting the building of a community with a shared future for mankind.

Luong Cuong described President Xi Jinping's visit to Viet Nam as a historic one, noting that President Xi Jinping and General Secretary To Lam have reached extensive common understandings on deepening Viet Nam-China comprehensive strategic cooperation, which has greatly boosted the political mutual trust between Viet Nam and China, further enhanced the friendship between the two countries featuring "camaraderie plus brotherhood", and provided important strategic guidance for advancing the building of the Viet Nam-China community with a shared future. China has made great achievements in its development under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The Vietnamese side firmly believes that China will smoothly realize its Second Centenary Goal to build itself into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful, and make greater contributions to peace and development in the region and the world at large. China is a top priority in Viet Nam's foreign relations. The Vietnamese party, state and people attach great importance to developing relations with China, firmly pursue the one-China policy, resolutely oppose "Taiwan independence" separatist activities, support China's position on issues related to Xinjiang, Xizang and Hong Kong, and oppose any external forces interfering in China's internal affairs. Viet Nam is ready to maintain high-level exchanges with China, strengthen experience sharing on state governance, elevate the level of practical cooperation, and create more highlights in such fields as interconnectivity, high technology and environmental protection. Viet Nam is also willing to boost people-to-people and cultural exchanges and consolidate the foundation of public support for bilateral relations. Viet Nam stands ready to work with China to strengthen multilateral coordination and cooperation to enhance the international influence of the two countries. Viet Nam is also willing to properly handle differences with China to maintain maritime stability.

At noon, Luong Cuong hosted a welcome banquet for Xi Jinping.
