2006/06/22

On June 21, 2006, Premier Wen Jiabao of the State Council met in Cape Town with Chairperson of the National Council of Provinces of South Africa Mninwa Johannes Mahlangu, as well as major members of the National Assembly and the National Council of Provinces.

Wen made positive comments on bilateral relations, saying that since the establishment of diplomatic ties 8 years ago, bilateral relations have been consolidated and developed continuously. He reached broad consensus with President Tbabo Mbeki on furthering bilateral strategic partnership today. Both sides held that their countries should review bilateral relations from a strategic perspective to enhance the level of cooperation in all areas. Following the talks, both sides signed the "Program of Cooperation on Deepening the Strategic Partnership" between China and South Africa and other cooperation documents. China would like to work with South Africa to well implement these documents in a bid to push for steady growth of bilateral ties.

Wen pointed out that the exchanges and cooperation between the two legislatures are an important part of bilateral relations. The National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC) are ready to strengthen friendly exchanges and cooperation with the two houses of the South African parliament, build up mutual understanding, support and promote progress of bilateral ties through mutual visits and regular exchange mechanisms.

Mahlangu noted that both houses of the parliament and parties of South Africa stand for and support the development of friendly cooperation with China and are willing to increase contacts with the NPC and CPPCC and actively participate in and implement the "Program of Cooperation on Deepening the Strategic Partnership" between China and South Africa with a view to contributing to the progress of bilateral relations.

The South African parliament is composed of the National Assembly and the National Council of Provinces.

On the same day, Wen also met with the staff of the Chinese Embassy in South Africa and the Consulate General in Cape Town, representatives from Chinese-funded institutions, overseas Chinese and Chinese students, as well as members of the Chinese entrepreneurs' delegation at the China-South Africa Business Cooperation Forum.
